## What a programmatic SEO tool actually has to do

A programmatic SEO tool has to handle four jobs in sequence: find a dataset with real query demand, generate pages that aren't near-duplicates, publish them on a domain that can rank, and get them indexed. Most tools automate the middle two. The first and last are where results are won or lost.

Programmatic SEO is a pipeline, not a product. Four things have to happen in order, and a break anywhere upstream makes everything downstream worthless.

## Layer 1: Finding a dataset worth templating

This is the layer that decides whether the other three matter, and it's the one almost no tool does for you.

A programmatic dataset needs three properties at once. It needs a repeating query pattern real people type ("[city] plumber", "[tool A] vs [tool B]", "[language] to [language] translator"). It needs enough rows to justify a template — usually 200+, or you should just write the pages. And it needs a data source that gives each page something genuinely different to say.

That third property is the one people skip. **The test:** can you write down, for one row, three specific facts that appear on no other page in the set? If not, the dataset isn't ready and no generation tool will save it.

## Layer 2: Generating pages that aren't near-duplicates

Judge a generation tool by how much data it can carry per page, not by how many pages per hour it claims.

## Layer 3: Publishing onto a domain that can rank

A generated page has to live somewhere, and where it lives changes what it's worth.

The common failure is parking programmatic pages on a subdomain or a vendor-hosted path. Those pages inherit none of your domain's history. You've spent the generation budget and then handed the ranking signal to someone else's domain.

What matters at this layer:

- **Your own domain, as a subdirectory.** `yourdomain.com/tools/...` beats a subdomain, and both beat a vendor domain.

- **Clean sitemap handling.** Thousands of URLs need a [valid, segmented sitemap](https://developers.google.com/search/docs/crawling-indexing/sitemaps/build-sitemap) that updates when pages change.

- **Crawl efficiency.** Google's [large-site crawl budget guide](https://developers.google.com/search/docs/crawling-indexing/large-site-managing-crawl-budget) is explicit that low-value URLs eat the crawl budget your good pages need.

## Layer 4: Indexing — the layer nobody sells

Here's the part that gets left out of every pSEO tools comparison. A page that isn't in the index earns exactly zero, no matter how well it's written.

Scaled content indexing is not automatic, and it gets harder as volume goes up. Search engines make a keep-or-drop decision per URL, and on a low-authority domain a large batch of similar pages is the easiest thing in the world to decline.

Three engines, three completely different answers about the same 130 pages. The levers that actually move this layer are unglamorous: internal links pointing at every new page from pages already in the index, sitemaps that update the moment content changes, and direct submission. ## Cost per indexed page, not cost per generated page

Once you accept that layer 4 has a failure rate, tool pricing changes shape. The sticker price is per generated page. The number you actually pay is per *indexed* page, and the multiplier is your index rate.
